The magic packet is sent via UDP from the server. For this to work:

The target device must have WOL enabled in BIOS/UEFI and network adapter settings
Use the public IP of the target network as Broadcast IP (not 192.168.x.x)
Port 9 (UDP) must be forwarded/open on the target router to the broadcast address
